The Enforcement Directorate Jammu has attached property worth Rs 1 crore in Jammu and Kashmir sub-inspector paper leak case.

In a post on X, as per a Kashmir based news agency, the ED said that it attached movable properties of accused Yatin Yadav, M/s New Global Fumigation Corporation, Prop. Yatin Yadav and his associate Lokesh Kumar worth Rs 1 Crore under the provisions of the PMLA, 2002.

It said that the property has been attached in a case related to paper leak of examination conducted by JKSSB for the recruitment of 1200 sub inspectors of J&K Police, against monetary benefits by Yatin Yadav and others.

In 2023 July, the Jammu and Kashmir administration headed Lt Governor Manoj Sinha cancelled the selected list of 1,200 police sub-inspectors, 1,300 junior engineers and 1,000 finance account assistants following allegations of paper leak and malpractices.

Earlier in February, the Lok Sabha passed an ‘anti-cheating’ bill to check fraudulent practices – such as leaking of exam papers – in government recruitment exams.
The Public Examinations (Prevention of Unfair Means) Bill was tabled in the Rajya Sabha and was presented to President Droupadi Murmu for her assent before it became law.

Under this bill, students who take competitive exams in good faith (i.e., they do not knowingly seek to profit from cheating) will not be targeted. However, those who leak exam papers or tamper with answer sheets, by colluding with officials will face up to 10 years in jail and a fine of ₹ 1 crore.

Significantly, all offences under this bill  are cognisable, non-bailable, and non-compoundable, meaning police is empowered to act on its own (and arrest suspects without a warrant), the accused will not be entitled to bail, and the alleged offences cannot be settled via compromise.

It was tabled in the Lower House by junior Personnel Minister Jitendra Singh, the Public Examinations (Prevention of Unfair Means) Bill references “leakage of question paper, or answer key” and “directly or indirectly assisting the candidate in any (unauthorised) manner” as some of the offences.
