Power Engineers to go on protest leave on 9″ September on the issue of non redressal of HR issues.

The Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA]
today held a press conference here in Srinagar on 29-08-2023 under the chairmanship of Er
Pirzada Hidayatullah, General Secretary JKEEGA and deliberated the inordinate delay in
resolving burning issues faced by engineers of erstwhile JKPDD.
While addressing the meet Er. Pirzada Hidayatullah briefed that the Power Engineering
fraternity has been continuously longing for their confirmation on their respective posts/grades
from decades. The adhocism and stopgap arrangement at the time of interim promotions has
caused trustration and distress among the rank and file of the fraternity which needs to be done
away within the right earnest. While giving an insight into the alarming situation the PDD is
right now, it was briefed that Chief Engineers are superannuating in the grades of Assistant
Engineers while as Superintending Engineers, Executive Engineers & Asstt. Ex. Engineers are
superannuating in the grades of Junior Engineers which speaks volumes about the total
indifference and humiliating treatment to the services rendered engineers of JKPDD over
decades culminating in reduced pension benefits. Worthwhile to mention that the then SAC in
Oct-20 19 had directed to complete the regularization process of Power Engineers in 02 month’s
ime by providing one-time exception for referring the case to JKPSC and instead complete the
same at Departmental DPC level after approval from Establishment-cum-Selection Committee
but till date even after a lapse of 04 years, the decision is yet to see the ray of light.
On promotions it was briefed that , the Department is not moving ahead regarding the
In-charge promotions also. The vacuum has gone to the extent that at present there are more
to
than 700 posts vacant in the Department across all levels, The matter is so grave that the post
of Managing Director, Transmission Corporation is vacant since last 7 months and 03 posts of
Executive Directors (E) in DISCOMs and TRANSCO are vacant since their inception in
Feb2022. Furthermore, 04 posts of Chief Engineers and 13 posts of Superinten ding Engineers
are also vacant which effects the functioning of Power Corporations at highest level. The
situation at ower management level is so grave that every Executive Engineer is holding
is
charge of 3-4 Divisions spread across multiple Districts. Besides due to non filling of vacancies
at various level s a total of 721 engineering cadre posts in PDD are vacant at present.
