In a significant move, the Jammu & Kashmir government has transferred 158 Kanals of land to the Ministry of Defence in lieu of Tattoo Ground land.
Documents in possession reveal that J&K government has transferred 135 Kanals and two Marlas of land at Shariefabad, Budgam and 23 Kanals and 13 Marlas in estate Rakh Buran, Singhpora Baramulla to the Ministry of Defence in lieu of Tatto Ground land.
The move comes after the Defence Ministry signed a Memorandum of Understanding (MoU) with the Ministry of Home Affairs through the Union Territory government for transfer of defence land measuring 139. 04 acres land at Tattoo Ground, Srinagar. The Jammu & Kashmir government plans to use Tatoo Ground land for promotion of tourism.
The government issued a formal order for transfer of land to the Ministry of Defence after administrative council cleared a proposal regarding this during its meeting on September 07, 2023.
The administrative council headed by Lieutenant Governor Manoj Sinha is the highest decision-making body in the Union Territory.
According to the J&K government, the transfer of land shall be in terms of Rule 310 of General Financial Rules, 2017 on“no profit no loss basis” i.e. equal value infrastructure (EVI) as per the mutually agreed terms and conditions.
The administrative council has also given its in-principle approval for taking up the matter with the Ministry of Home Affairs for transfer/taking over 150 kanals, 15 Marlas at Rakhi Gund Aksha, Srinagar against equal value infrastructure to be identified by divisional commissioner Kashmir.
