Srinagar, 20 January (Gulistan News TV):The Government of Jammu and Kashmir has issued a new order for the constitution of a High-Level Committee tasked with overseeing the functioning of Departmental Promotion Committees (DPCs) across all government departments in the Union Territory.
This committee will work towards addressing stagnation issues, ensuring timely promotions and filling vacancies within various departments.
The Government Order No. 107-JK(GAD) of 2025, issued on 20th January 2025, has sanctioned the formation of the committee. The committee will be responsible for ensuring the timely conduct of DPC meetings, addressing stagnation issues and ensuring the prompt filling of promotional vacancies.
The High-Level Committee will comprise the following members:
Chairman:
Shri Shantmanu, IAS, Financial Commissioner (Additional Chief Secretary), Higher Education Department.
Members:
Shri Shaleen Kabra, IAS, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department.
Shri Santosh D. Vaidya, IAS, Principal Secretary to the Government, Finance Department.
Shri M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department.
Shri Achal Sethi, Secretary, Department of Law, Justice & Parliamentary Affairs.
The Terms of Reference for the committee include monitoring the regular and timely conduct of DPC meetings across various departments and their sub-ordinate offices. It will focus on identifying issues related to career stagnation and devising strategies for career progression for members of various services.
The committee will also ensure the timely filling of promotional vacancies to prevent the need for ad-hoc promotions or assignment of additional charges.
The committee will be serviced by the concerned departments, which will be responsible for recording decisions taken during the meetings. The consequential action taken reports will then be submitted to the General Administration Department for further appraisal and action.
