Srinagar, Feb 6 – In a bid to address widespread complaints regarding delays and corruption in the issuance of revenue extracts (fard), the Jammu and Kashmir administration has issued a new advisory. The advisory, numbered 102, was issued by the Anti-Corruption Bureau (ACB) to ensure the timely and transparent processing of applications, aiming to reduce public inconvenience and curb malpractices in the revenue department. The advisory, released through the Financial Commissioner Revenue and the Divisional Commissioner’s office, follows investigations that revealed certain revenue officials, including Patwaris and Tehsildars, have been intentionally delaying or rejecting online applications on trivial grounds in exchange for bribes. This has created difficulties for people in need of revenue documents for legal and administrative purposes.
To address this issue, the advisory introduces several key measures. Officials are mandated to process applications in a timely manner, and any unnecessary delays or rejections will be considered misconduct, subject to strict action. Senior officers, including Tehsildars and Sub-Divisional Magistrates (SDMs), are required to supervise the online application process closely. The advisory also emphasizes the proper use of the online portal, directing officials to ensure that applications are not rejected without valid reasons. The system will allow real-time tracking of applications for both the public and supervisory officers. Citizens will also be informed of their right to timely services and are encouraged to report any delays or bribery demands through a dedicated helpline. Complaints will be forwarded to senior officials for action.
The ACB stated that these measures are crucial to restoring public trust in revenue services. Joint Director Sunita Kargotra reiterated that transparency and accountability are essential, and negligence will result in strict consequences. Originally issued on November 21, 2024, the advisory has been sent to all district administrations, including Srinagar, Anantnag, and Baramulla. Financial Commissioner Revenue Yasir Arafat urged the public to make use of grievance mechanisms to report issues and support the fight against corruption.
