The District Development Commissioner (DDC) of Pulwama, Dr. Basharat Qayoom, presided over a meeting to assess the progress of physical and financial aspects of projects implemented under the District Capex Plan 2022-23 by the Rural Development Department (RDD) and Kashmir Power Distribution Corporation Limited (KPDCL).

During the meeting, it was disclosed that a total of 2471 projects have been sanctioned under the district capex for 2023-24 in the RDD and KPDCL sectors. All these approved projects have been put out for tendering.

However, the DDC noted that only 950 of the approved projects have been allocated to date, and the level of physical work on the ground is notably unsatisfactory.

Taking stock of the work execution performance, the DDC instructed the Assistant Commissioner of Development (ACD), the Superintendent Engineer of the Power Development Department (PDD), and the Executive Engineer of Rural Engineering Wing (REW) to expedite the allotment process. A timeline of three days for initiating work on the ground and 10 days for completing the tendering process was set.

The DDC emphasized that any negligence on the part of officers would be dealt with severely from now on. The ACD and SE KPDCL were tasked with submitting daily progress reports to the DDC regarding tendering, allotment, and physical execution. Block Development Officers and the Executive Engineer of KPDCL were instructed to conduct daily reviews of the projects under their respective jurisdictions to ensure prompt completion, aiming to fulfill the public’s needs.

The ACD and SE KPDCL assured the DDC that all allocated projects would commence physical work within a week.

The DDC urged officers to collaborate with other departments to achieve a 100% completion rate within the set timeline, considering the limited working season. Timely submission of work bills to relevant Treasuries was also stressed.

The meeting was attended by various officials, including the Chief Planning Officer, Assistant Commissioner of Development, Superintendent Engineer of PDD, and the Executive Engineer from the Rural Engineering Wing, as well as Block Development Officers of the district.

Additionally, the School Education Department organized a Stakeholder Workshop at the Deputy Commissioner’s Office in Kupwara.
