DC Kargil chairs meeting regarding empowerment of specially-abled persons

Deputy Commissioner/CEO, LAHDC, Kargil Santosh Sukhadeve today chaired a meeting regarding the empowerment of specially-abled persons, standards of all public buildings, status of implementation of provisions of the Rights of Persons with Disabilities Act, 2016 and Aadhaar status in Kargil.

CPO Kargil, ADC Kargil, CMO Kargil, SE PHE/I&FC, SE PW(R&B), Assistant Director Tourism, DPO Kargil, besides other concerned officers attended the meeting.

DC emphasized that all upcoming government buildings shall meet the accessibility standards as per the ‘Harmonised Guidelines and Space Standards for Barrier-Free Built Environment for Persons with Disabilities and Elderly Persons’ issued by the Government of India, in March 2016.

He also directed that the existing government buildings should be retrofitted with a ramp facility at the entrance and an accessible toilet should be included to meet the basic accessibility standards.

DC Kargil directed all the concerned to ensure accessibility, especially in schools and said that a thorough review must be done regarding such requirements in the schools. It was put forth during the meeting that an accessible model school may be developed to be replicated further.

He also reviewed the coverage of Unique Disability for the Health Department for 100 percent UDID coverage for all specially-abled persons within the next month through special camps.

DC Santosh also said that a District Disability Rehabilitation Center should be established at Old Hospital and New District Hospital Kargil for providing comprehensive rehabilitation services to specially-abled persons at the grassroots level.

The DC said the health department must link Health Card and Unique ID for Persons with Disabilities so that the specially-abled persons take benefit of all health services in a better way.

DC Santosh directed DPO Kargil and the representative of MC Kargil to ensure one toilet for specially-abled persons to be ready by January 25, 2023.

The DC further directed the concerned officers to formulate an action plan for the Empowerment of Persons with Disabilities 2022-27.

He also directed the officers to chalk out a detailed Action Plan by January 25 to achieve the desired outcome. The DC also directed the concerned officers to ensure the participation of specially-abled persons in the upcoming Republic Day.

Later, DC Kargil stressed that progress of Aaadhar enrolment of children between 0-5 years must be improved in coming days and instructed CDPO Shargole to monitor progress in the target population by notifying schedule of project wise camps in coordination with public representatives and other enrolment agencies.
