Centre Assumes Full Financial Responsibility for J&K Police over Rs 17000 Cr Police Budget in Jammu and Kashmir

In the Union Budget for 2025-26, the Government of India has allocated ₹9,325 crore to the Jammu & Kashmir Police, which operates under the Union Home Ministry. This allocation comprises ₹8,897.72 crore for revenue expenditure and ₹428.01 crore for capital expenditure. These funds are designated to cover the administrative costs of the Jammu and Kashmir Police, including law enforcement and traffic management responsibilities.
Since the 2024-25 financial year, the Jammu & Kashmir Police’s budget has been integrated into the Union Budget. While the Union government views this integration as a supportive measure, opposition parties interpret it as an indication of prolonged central oversight in the region. This shift aligns with the provisions of the Jammu & Kashmir Reorganisation Act of 2019, which grants the Union government exclusive authority over matters related to ‘Public Order’ and ‘Police’ in the Union Territory.
The decision to include the Jammu & Kashmir Police’s budget within the Union Budget is intended to alleviate the financial burden on the Union Territory, thereby freeing up resources for development and welfare initiatives. In July 2024, Finance Minister Nirmala Sitharaman announced that the Centre would assume full responsibility for the police budget, allocating ₹12,000 crore to cover salaries, pensions, and other operational costs.
This financial restructuring is expected to enhance the fiscal health of Jammu & Kashmir, enabling the local government to focus more on development projects and reduce its dependence on central grants. However, it also signifies a continued central role in the region’s administrative affairs.
