District Administration Jammu, in collaboration with Directorate of Census Operation J&K and Directorate of Economics & Statistics J&K, organised a 2 Day Training Programme on 7th & 8th December -2022 for ‘Registration of Births & Deaths through Civil Registration System (CRS) Portal.’
The training session was held under the patronage of Deputy Commissioner, Avny Lavasa, which concluded here today at the DC Office.
Speaking on the occasion, the Deputy Commissioner emphasized upon the need for implementation of CRS through the portal and highlighted the significance of the training programme and the role of the newly notified registrars which is of prime importance for socio-economic planning.
The Additional Chief Registrar, Births & Deaths (Regional Director, E&S) Jammu elucidated about the revised Birth & Death Rules- 2022 notified in the UT of Jammu & Kashmir w.e.f. 10th October’22 and the role of the various stakeholders involved in the process of the registration of Births & Deaths.
District Registrar (Chief Medical Officer), Dr. Harbaksh Singh exhorted upon all present in the training to implement the registration of the vital events of Births & Deaths through CRS Portal in-toto w.e.f 01.01.2023 towards effective implementation of the programme in the district.
Additional District Registrar (District Statistics & Evaluation Officer, Jammu) Rupinder Kaur, highlighted the role of notified Registrars who are instrumental for the implementation of the revised Birth & Death Rules 2022. She also highlighted the utility of Birth and Death Certificates along with the importance of recording the occurrence and the characteristics of the vital events.
Manmeet Singh, Assistant Director, the resource person from the Directorate of Census Operations, J&K, highlighted the need for implementation of Civil Registration System- Registration of Birth & Death Rules- 2022, along with the importance of recording the occurrence of the vital event which shall be subsequently used to study the demographic profile and other features such as maternal and child health etc.
During the training programme, a detailed presentation was given on duties and responsibilities of registration functionaries involved in the Civil Registration System with special focus on the role of local registrars for the issuance of Birth and Death Certificates in the areas falling within their jurisdiction.
Further, a future roadmap for shifting to online registration through CRS Portal for Registration of Births and Deaths and the action thereof required to be taken by the line departments was also discussed in the presentation.
The participants who attended the training programme included the registrars viz. The Block Development Officers from all 20 blocks, the Executive Officers from the Municipal Committees, the Health Officer from Jammu Municipal Corporation and the representative from the office of Chief Executive Officer, Jammu Cantonment Board.
The training was also attended by the Medical Superintendents/ Medical Record Officers of different tertiary care hospitals, district/ sub-district hospitals, Community Health centres and Primary Health Centres along with their dealing officials.
